CIA Director Warns Ukraine at Risk of Losing to Russia Without U.S. Aid

CIA Director William Burns warns that Ukraine could lose its war against Russia by year’s end without Congress approving a supplemental budget for Kyiv’s defense.

Speaking at the George W. Bush Presidential Center, Burns highlighted dwindling Ukrainian ammunition and cited instances of limited artillery fire during retreats.

He emphasized that with military assistance, Ukraine could hold its ground through 2024, countering Putin’s ambitions. Burns also stressed the broader implications for European security and Indo-Pacific allies.

His remarks come amid debates over House Speaker Mike Johnson’s foreign aid package, criticized for lacking border provisions. The House plans to vote on the $60.8 billion military aid to Ukraine, relying on Democratic support due to GOP opposition.
